Soccer Rapid City has applied for a building permit to construct an approximate 3,000 SF clubhouse with concessions area and restrooms on the Rapid City Soccer Complex property. In accordance with RCMC 16.08.060, sidewalk is required along N. Elk Vale Road adjacent to the Soccer Complex. The City has recently installed a water main along Elk Vale Road to serve the complex, graded and seeded several of the future soccer fields, installed internal water mains and irrigation system; and is finalizing design and installation of Phase II site improvements including access roads, parking areas, internal pedestrian access and related amenities. Elk Vale Road is classified as a primary arterial street, and is currently constructed as a rural section with two lane asphalt pavement without curb and gutter and grassed ditches. Future street design is anticipated to include a 5 lane urban arterial street section with utilities. The nearest constructed sidewalk is near the intersection of Seger Drive and N. Elk Vale Road approximately 3,100 feet south of the Soccer Complex. |

Approve request for variance – Sidewalk construction will be deferred with responsibility to install sidewalk most likely placed on the City Parks Department at a future date yet to be determined.
Deny request for variance – Sidewalk construction will be required concurrently with construction of clubhouse. Responsibility to fund and construct sidewalk will likely be borne by Soccer Rapid City. |
